Creating fanpage with full rights of person?

I am MonarchRacer and I have an idea for a new website I would like to work on. I have a female friend (age 20) who has a big following in the 13-21 female age category (we are talking about thousands at least) and then the odd curious ones from the higher age groups. This persons name pops up automatically on Google as you type it, there are thousands of search results on her and many are simply asking where she has disappeared to.
The reason she has dissappeared from the internet is because she is one of the highest faked social networking profile targets, I have taken her online life into my hands and slowly have deleted about 600 fake profiles already. Besides that there are already fanpages and the like about her.
Let me state that this person is a close friend of mine and we are working together so I have full rights to her name and to use her for any video/picture/promotion etc etc. She is also slowly getting a name in the actress world and already has a strong stand in the high fashion world.
My idea was to create an OFFICIAL fanpage at first with personal videos to all people who visit the site with many more ideas. What I was wondering is, if our test of this fanpage proves successful and we can pull in lets say 10,000 views a month, are we at an advantage for affiliate programs?
Once started with affiliate programs, because of who she is, I feel that it would be best if we targeted her specific age group that follows her and make HD videos of her promoting the product or using it.
I am not a troll and this is not a What-If? situation. We are fully ready to do this, I already own a website and have dabbled with blogs previously. My main focus is, because she is a hot keyword on Google and the likes that we get our website on the first page of Google. Considering that most of her followers know that all the social pages and websites about her are not of her doing I am sure they would love to see a real website with a social networking platform built around it all directly from this person. From this I feel that sales might be possible if we target correctly.
Please I am open to any ideas, feelings or doubts about this subject. I would also like to know from people who have experience with this topic how much we would be looking to spend to create a great website and most importantly market it right, I know it will market itself once the snowball starts rolling. I do not have the answers and I am open to anyone here that can help. I am currently not looking to purchase any ebooks or services until I feel the need for them.
