Paypal Limited Account - is this possible ?

I have a membership at a site where the guy hasn't delivered work paid for and I have contacted paypal as he didnt respond to emails for 11 days, he finally responded with a host of excuses including that his account was limited for selling make money ebooks, he claims that he can still receive money but can't send any money to refund me as his account is limited to incoming payments only !

I would be amazed if this was the case , anybody else have experience of filing a dispute with paypal ? It's an article submission service so there is no money back guarantee as he should have wrote articles etc... so not sure how I will stand as the work hasn't been delivered.

    If he sold some big money items that were not in his usual price range. Paypal will and has limited accounts. You can receive money but not spend it. They hold in case of refunds/chargebacks.

      Thanks, I thought that but he happily took another recurring payment which is a bit cheeky. If it was my business I would clear all my outstanding work before taking any more payments. If he doesn't have access to funds via paypal then I am probably screwed for getting a refund, this is frustating as it's another warrior ( I wont name him here ) and the most annoying part is that he didnt contact me until I filed a dispute with paypal.

      Can paypal not take the disputed amount from his account if he has funds frozen ?

        Yes they can! They can actually take it out of a 0 balance and turn him negative if they must.

    As mentioned in the previous post this is very possible. I have heard of many cases where PayPal lets the account keep getting money, but they won't let that money go out of the account in any way. So he would not be able to even get it transferred out. I am not sure, but he MIGHT be able to refund your order.

    Thanks, that sounds an option then as he has my most recent payment in his account frozen. Only problem I might have is paypal may regard it as a digital good and not refund under their terms and conditions.

      That sounds all too familiar, its happened to me a couple of times and paypal does nothing about it. My advise always hire through freelance sites, that way you are protected.

    Not to change the topic but if you were selling ebooks and did get a spike in the money earned, which account do you need to have to avoid getting your paypal account limited like that? A Merchant Account? A business Account? A Personal Account?

    Paypal can do anything! I think limited accounts are allowed to receive money but not send money..How nice for P.P. hey. So you could receive another $10k whilst limited but you can't take it out!

    Yes they can, INFACT Paypal can restrict an account without any reason and they can restrict it to include, not being able to send/receive money and EVEN prevent you from sending refunds to customers!
    It's all in the terms and conditions of sign-up!
