Facebook Fan Page Question

Sometimes, when I click the "Like" button on someone's FB Fan Page, a dropdown immediately appears inviting me to "Recommend" the page to my friends. On other occasions this does not happen.

I've searched all FB's Fan Page help and advice trying to discover how I can add this feature to my own Fan Pages, but I've been unable to find anything.

Can anyone tell me how to do this?
