HI,

I am recently building comment backlinks and i wonder what to base it on?

some pages i've seen have high Mozrank but no Page rank, should i build a backlink on those or is it worthless?

    Depends why you are creating comment backlinks. I use them to generate traffic directly, so I focus on high traffic, high quality blogs. Plus, I try to comment primarily on new content so the page will rarely have any Page Rank when I leave it.

    If it is solely for a SERP boost, then I would say Mozrank because Page Rank provides very little real insight (if any) into how much the comment could help. IMHO

    I would backlink to both types of pages so you get a good overall boost of links. However, i would more eagerly go after high pagerank pages as google values these more. If you aren't trying to really get much direct traffic from commenting, pagerank is the way to go.
