Does anyone know how to do this in Google?

The #2 result caught my eye because it was the only one with a star rating review showing 4.5 out of 5. It even says "review by Kelly Collins"
My main question for starting this post is does anyone know how to put star reviews in Google search results like this person did?
I mean, to actually have the stars visible like that? It really stands out and visitors would be more likely to click on your link.

BTW, if you look at that blog, it seems to be created specifically for the review. But what really caught my eye was the fact that the link to the sales page was not an affiliate link. Just a standard url directly to the site.
Probably was created by the owner of Tinnitus Miracle. Very well done. I mean, there has got to be hundreds of other affiliates fighting for this keyword and here comes a blog barely a year old and outranks every one of them.
It's even a PR3. How is that even possible. I thought Page rank was the overall popularity of a site?
