Check the warriors for hire and WSO forum I've seen various video producers there.

If your looking for someone to do the voice over that will be the most expensive element in the production.

Not from my own experience. A good voiceover artist should cost you around the 75 - 100 dollars per minute mark. You will find plenty of great talent at that price. A good video animator can cost you anywhere from 3-400 per minute and upwards. It really depends on the quality. A top of the line animator would probably charge $1,000+ per minute.

I obviously need to do more shopping around for voice over talent especially noting Chris Thompson's comments. There are defiantly cheaper options for video animators however, to produce something of the quality show in the OP's example.

Yeah, you'll be amazed. A lot of these guys now have mini studio setups in their home so they can do the stuff fast and cheap. Search through Google and you should find plenty of reasonably priced voiceover talents in your preferred country.

The process to do this is:

1) Write your script
2) Hire a voice talent to record
3) Storyboard out the video aspect of it
4) Video artist uses voice + storyboard to create vid.

PRICES:
- You can easily get a decent voiceover artist to do this for $20. I found a great talent out of the Nashville area to do some fantastic work for me. Professional equipment. Lots of non-union people willing to do this because it's quick and easy to knock off the project in 15 minutes flat.

- VIDEO, last time I did this I used a guy in the Philippines who did freelance work for me. He used Adobe After Effects + photoshop for some custom graphics. 3 minute video for about $300, which he was thrilled with. So was I.
