seems like the only people using it now are IM'ers trying to make connections or improve their SEO.

am I wrong?

That's a myth.

Millions of non-IM users are following non-IM celebrities.

  i was being a little sarcastic with my OP, but i remember when G+ 1st came out, many of my facebook friends were excited to get on it. now almost no one ever talks about and most of the have cancelled their accounts on G+.
  
  IMO, google created Google+ so it can keep track of who is involved in IM because no one else would use Google +
