Because Youtube is banned here I was looking for a proxy that allows you to upload videos.

One site had a video explaining how to create your own proxy. Unfortunately, they put it on Youtube!

No offense taken.

Originally it was because of a video insult war between Greeks and Turks but then, apparently, the Turkish Prosecutor's Office demanded Google let them censor any insulting video anywhere in the world.

Not surprisingly, Google said no.

So we've been Youtubeless for almost a year now.

TOR for viewing youtube videos? The last time I've heard the average transfer speed you get with TOR is 5-15KB/s which is not even 128kbit and I doubt that would be enough for even the lowest quality video at youtube.

I was looking mainly for a safe proxy that would upload videos and let me open accounts. The proxies I've found so far only let you view and search but I can't set up an account and/or upload videos because nothing happens when I click on anything.

You have been using web proxies, right? I mean, those webs where you enter the URLs you want to visit in the provided form field on their web and click the "Visit this page" button?
