How many outgoing backlinks from any page ?

My question to the more experinced is

How many backlinks should there be on a page ?

people offer backlinks on sites and say "No More than 30 on a page"

30 on a page seems to come up frequently BUT What is the real number before any Links on that page become less worthwhile in terms of Link Juice.

My initial gut reaction is that 30 is too many would you pay for a link on a page with 30 others ?
( for the purpose of this discussion assume that links are on topic in niche)

What is your opinion and experince please ?

    As long as your backlinks have relevant anchor text and are on sites with relevant content, you should be alright. 30 on a single page is a lot.

    I don't know of an exact number but unless the backlinks are in forums, I probably wouldn't add more than 5-10.

    But I'm not an expert and I don't know how the algorithm works for this kind of thing.
