Sweating the Op-In for Free Content Swap

I have a book that I sell to a niche market for around $250. I used to give away the table of contents and introduction for free at simple link. From advice given on this forum I've decided to require a signup to the mailing list before giving away the content. I've never been steered wrong by the experts here but I'm getting a bit nervous because only about 50% of the people who click the link to get the free download actually signup for the list to get the free content from the book.

So which is worse:
1. having people not get the content or
2. having people get the content but not be able to know who they are or how to reach them again?

The argument FOR requiring an opt-in (double opt-in) in order to get the book sample was that if they are not willing to give me an email address to get content, then they really weren't serious buyers in the first place. But that people who did opt-in were really great leads who would hopefully later make the purchase.

Any thoughts?

    50% conversions is considered an incredible opt in rate. Getting to keep communication with those leads allows you to build trust over time and sell your current product and all of your future products.

    Yeah, getting them to opt-in is very valuable. Not everyone is ready to buy a $250 immediately, in fact few people are. However, if you can follow up with them in a week or month and see where they're at, answer any questions of theirs, or offer a discount, they may be convinced to do so.
