Anyone herd of CPA empire?

The network that is, strangely enough their web site appears to be affiliate.com Anyway, offervault shows that they and clickbooth (which I am an affiliate of) have the same offer but CPA empire pays some 30% more.

Any reason why that would happen? Also, any one happens to be an affiliate of CPA Empire? I tried to sign up but them wanting a w-9 form submitted before I even get to their product selectio is enough for me to not sign up (for now) and just test the offer's conversion with clickbooth.
