Affiliate website targeting EU and USA

How would you do this? I think should I create a .eu for EU and a .com for USA? Or just one .com and then have multiple ads/links stating that this is for EU and this is for USA? Has anyone tried this before also in relation to Google.

    You can do this by tracking and diverting traffics by IP address or give open opportunity for affiliate to promote any where in the world and they will be credited with it..

    Thank you for the answer but if I understand you correct then: If I have to sort them through IP then I might as well build two websites. That would also make it more easy to tell google that the .com is for one country USA. Has any one hands on experience with this issue?
