Do you know what templates are used for this site? Please help

Hey everyone i want to make a site similar to Prosoccer, do you know what template i can use to make something similar to this? It has do be updated daily, any idea how this works?
How much do you think is going to cost to make such a website?
My other idea is this-> ???????? ????????, ??????, ??????, ???????? this is very simple one page website but i dont know how to make it ? Any ideas ? Again it has to updated daily somehow.

Any information is appreciated

    Prosoccer isn't a template. I suppose if you have enough knowledge, you can use any template and tweak it to look like that.

    Same with the second... these don't look like typical templates, but you can basically duplicate it and change it up. It really depends on your knowledge of code, and building websites.

      I dont have a lot of knowledge in this field, i have build some sites in the past using various website builders ( it was very easy to work with homestead) but i dont know if i will able to make such a website with a web builder
      hmh dont know how to approach this
