Are "In Line" Opt In Forms Useless?

I recently set myself up with aweber and I inserted the opt in forms on a few of my sites.

Here are my stats ..

Optin Form #1

Displays Submissions S/D Unique Displays
21727 47 0.2% 12953

Optin Form #2

1017 2 0.2% 504

Optin Form 3

1157 3 0.3% 550

And the sad thing is, on the last 2 forms, half of those optins were from my just testing things. Good for a laugh isn't it?

On the last 2 sites, I'm actually offering huge ebook packages to a targeted audience - even the ebook graphics look great, so I don't get why my opt in rate is so pathetic..

Mind you, the forms have only been on the last 2 sites for a couple days but still, I don't like the way things are going so I'd like to fix the problem now.

So in your experience, what has been the best form that you've used? Are exit popups effective?
