As a website designer, I require themes daily. And My best place to get the wordpress theme at the cheapest rate is themeforest.net They have thousands of premium themes at low cost. And this is my main source of getting premium wordpress themes.

If you know any other source then please share

It depends on your definition of "cheap"...
I build Blogger and WordPress themes on demand for $15 (for now) and never sell the same one twice.

Elegant themes are really cheap! You get access to like 80 themes for only $39 beans!

  I subscribe to Elegant themes as well. However, I'm on the fence about whether or not I would do it again. It seems the last 2 WP updates caused the theme to break, causing a pain for me to fix it.

What about complete website for sale section. There are a lot of vendors selling wordpress theme designed for your niche. And most of them only charge you $25.

But, to get the cheapest theme, I usually looking for WSOs. Wordpress Themes in WSO forum is crazily cheap...

Try Weaver ii its free and customizable very easy to use.

Weaver ii pro you can do more customization but it is really affordable and I enjoy using it to build my wordpress sites.

Another favorite of mine is flexibility totally free, if you wish to remove the footer link you can do so buy paying a fee.

These 2 themes alone will allow you to create a infinite number of cool themes for your sites.
