question about providing adwords services

I stumbled across an interesting program where the vendor offers to advertise in Google Adwords for the affiliate's own site (which design is owned by the vendor of course) - at a small cost per month to the affiliate (also of course). The Adwords campaigns are his own; he provides the keywords, title, ad copy, links, payments to Google, etc.

The vendor knows what he is doing and I thought, gee, what better person to get to advertise in Google Adwords for me than him? What do I care if he owns the copyrights to the site he is letting me use?

This may already be known and done by others but it is the first time I have had a proverbial 'aha!' regarding it.

My question is, are there any Adwords professionals here in this forum who would be willing to, let's say by way of example, take charge of advertising my site for me for a price of, let's say by way of example, $50 USD a month?

If the answer is yes, then how do I appeal for such a service here? Am I even allowed?

A third question is, would this professional Adwords advertising service also be available to a select few of 'my' choosing? I have a very special reason for requesting that. Details are available.
