How would I set up a membership site with a 2-tier affiliate program?

Any easy way to do this?

My industry has wholesale "dealers" and another bunch of "jobbers."
Normally, I sell physical stuff to the jobbers who then sell them to the dealers, who then sell them to the end-user. I want to have that same structure, but with an online membership site.

UPDATE... What if I only have one "jobber?" Maybe I can get away with one tier. How would I set that up? If I set it up so the jobber and I can both monitor the sales figures -- then they send me a check for my portion of the sales. Jobber would send out links to the sign up page to his dealers. Then, when sales are made (dealer sells to end-user), the jobber gets a portion (automatically, online), then jobber sends me a check for my portion (the same way they do now, for the physical products they now sell).

Could this work?

    Very carefully, with plenty of good, specialist legal advice right from the day you start, and probably without using PayPal at all (because of their terms of service), I think. I don't mean to sound negative, at all, but be aware that "2-tier deals" do tend to involve some non-apparent, surprising, complicated, legal, regulatory, procedural and transactional difficulties of their own - as some people have found out to their cost at a rather later stage than they'd really have liked.

    I think I figured something out...

    It's a little awkward/clumsy. Mix the retail system with the online system.
    I would sell a PHYSICAL thing to the jobbers -- they would sell that thing to the dealers -- who would then sell it to end-users. That's how they system is in place ALREADY.

    Then, then end user would be informed that, in order to use the product (get the digital portion), they would have to ***ALSO*** go online and purchase the digital part. THAT part would be a regular JV/sharing system (the normal IM model -- one % goes to product owner (me), another % goes to affiliate (jobber, in this case).

    Problem solved! Except it's a little "messy" for the end-user. They must make "2" purchases, in order to complete the purchase, and get all that is needed (physical product AND digital portion). This would have to be made CLEAR to end user, BEFORE they purchase!!

    Make sense? This would appear to solve all the problems at once. No?
