What is "Google Search Network"?

Google search network - 1,600
(that's using desktop devices, it's even more dramatic checking all mobile devices)
If you click the question mark to get a description of the Google search network, it says:
Google Search Network
This column shows the number of user searches for the keyword on the Google Search Network per month, based on an approximate 12-month average.
This statistic is specific to your targeted country and language, and it's available only for exact match type.
I know that a lot of this data may not mean much, but it would be a lot more powerful to talk to a business owner about a 1,600 per month search volume vs a 720 a month search volume. Just as an aside, I sure thought that keyword would have more searches.
But anyway, I see the definition of this term, but is this something that you could use as an estimate of total available traffic?
