Google's webmaster treatment more costly for economy than email spam

According to latest research Google's actions, that determined 10,000's of webmasters to waste 100's of hours trying to guess remove links from 3rd party websites (Google doesn't say what links doesn't like so people are making guesses) are costing USA economy more than loss of productivity caused by email spam.

Is there any way to force Google legally to be more precise and don't waste people's time ?

    It's their search engine so they can have whatever rules they want so no there is no way to force Google legally do anything about this .
    The best option is to not care at all about google, just focus on providing content for people not search engines, build links for traffic and not SEO and be social on social media without too much self promotion. Actually if you do all that and you don't care about Google then Google will start caring about your site and they will treat it well

    If people didn't link spam in the first place, they wouldn't need to be wasting time trying to remove their spam links now.
