What is the Best Place to Find Workers to Outsource Internet Marketing Work?

Hello Warriors!

In your opinion, where is the best place to find people to do the following:

-Wordpress website creation
-Craigslist ad creation and submission
-Directory submission
-Social bookmarking
-Content writing

And other general internet marketing activities for small businesses? I'm looking to outsource a lot of work but I'd like to make sure the people I work with are very reliable and good at what they do.

Some people have mentioned elance and odesk.

    I prefer to work with:

    a) People close to me (physically), especially in a near city - always good for a lunch, project discussion, etc.

    b) People in different countries but with companies already working - I know they work 9-5 as we do, and they don't skip deadlines.
