Managing Twitter?

I have been advised not to use automated tools to increase my following of good twitters and keep the number of people who don't follow me under control.
Even the simplest advice will be useful because I am new to Twitter.
What is your way of 'gaming' (can't think of a better word but I don't mean black hat LOL) system without breaking the rules.

    trnz, this means you should not use bots or any software that automates the collection of followers - fake followers - to be exact. I run a Social Media Marketing service wherein we sell Facebook Likes, Twitter Followers, and YouTube Likes/Views but we do everything manually. It's painstaking. I know. But that's the RIGHT way to do business.
