Starting a Web Directory. Suggestions?

Im starting my own Web Directory. I need some help on this.

I bought a one keyword nice domain, and good some cash to invest if proven feasible on this.

I need to create a web Directory that is NOT for free. I need to do the following :
1) Buy a web directory software (Help on this please, but only ones with proven published successful implementations, I mean ones that were used to create High Authority Directories before)
2) Build HELL LOTS OF LINKS to gain a high PR, before commercializing. I need it to be at least Pr4 to start commercializing it at a lower price. i guess?
3) Start branding, and selling. Might need paypal integration here? Any partner ready made solutions for such a check-out? Im new to paypal so suggestions are welcome.
4) Approving websites

I dont have time to add an articles section to the directory, as it will need a lot of time to approve and to make sure its unique blah blah blah

    Well I dont give up easily. Even if very few succeed when they're in my position, I could be one of the very few. Even if i didnt, i will learn how to in the following project. This is where success really starts, either by being a fighter, and being a good learner of one's mistakes. Giving up that easy is the first and only success to sustained failure. Im not that person.

    I think there are free CMSs for webdirectories just google them.

    There are free ones, and easy to google, but I want a Software that is famous and been used by high PR ones before. The ones I get from the SERPs are just the worst, they just make good SEO to be on top.
