What does it take to become a youtube partner where you can have your own banner ect.. ?

    The easiest way of getting full partnership is via partnering with a network like Machinima, TGN etc.
    You probably need about at least 1000 views a day and a few thousand subscribers to get accepted though

    You must have a strong channel with several hundred subs, and several thousand views. Also, your videos must be original. You must not use any copyrighted material( not even a background song ).
    These are only the basic requirements.

    It takes YouTube to send you an email to invite you to make revenue share. Typically on a new account YouTube will either send an invite to partner with you on selected videos, and you will have to approve the invite on each video they want to run ads on, or they will invite you to become a partner on an account level. If you are account-level partner, all your videos are eligible for ads, and you can choose to run ads on some of them or not.

    Ya I created a new youtube account to start creating Spanish how to videos. Zero videos on new account, but I got an invitation to monetize my videos. That was my experience 2 months ago.
