Default Can you Direct Link to Clickbank Affiliate URL in Article Submissions?

Are you allowed to direct link to a clickbank affiliate URL in articles you are submitting to sites you do not own (so blogger, squidoo, press releases, etc...)?

Mostly it depends on the TOS of the site you are looking at. Some allow it, some don't.

So you are ok doing it from clickbank's perspective? (I know amazon does not allow you to put links on a site unless you own that site)

Yes, ClickBank allows it, but some sites of the type you've mentioned don't. Especially for ClickBank hoplinks.

In a sense it's all slightly academic, because this just isn't a very viable approach to selling ClickBank products, for the reasons explained here: What are the best ways to promote click bank products?
