Domain register question???

I want to register a domain name and I have just noticed that someone else is using the exact same name for a free blogger website. Their url is
'domain-name-i-want.blogspot.com.au'

Is it OK if I go ahead and buy the 'domain-name-i-want' and build a website on it using paid hosting?

    Yes you certainly are allowed to do that, you probably won't be in any position to claim trademark infringements as you might if your site came first. There are countless other free hosts where that sub-domain might be used as well.

    Some big companies will buy the ,net and ,org versions of their domain name just to prevent any mis-uses.

    I would not want to go against an entrenched blog that's accumulated high page rank.

    Chances are there that web 2.0 property would rank higher than your own new domain.

    Also down the lane you will not have the userid (your domain name) is web 2.0 properties to promote your new website.

    Reg it now then you can either develop it or resell it to the blog owner.
