I have seen people having separate prices for WordPress themes or plugins that come with developer's rights.

What exactly are these rights?

What does the customer get for the extra price?

    Developer's Rights are usually explained on the product sales page, but typically it means that you have the right to use the product (plugin, theme, etc.) on any of your own sites and any of your client's sites for the one-time price. You typically do not have the rights to sell the product by itself, but rather you have the right to use it as part of the product you're selling (i.e. website). So you can't sell just a theme, but you can sell a website using the theme.

      I think you might have this slightly wrong normally you can only use something on a clients site if you have the developer rights to the product.
