    What you can basically do is getting a deal with a restaurant owner, place a table tent on each table with a free discount offer of your meal if you opt in, that way to build a list and can continue to send promotions to those people.

    Isn't much more difficult then that, and you don't need do buy any $2000 internet marketing course to do it

    If you're looking for short codes, Trumpia.com is a good one (charges per text, though).

    As for if it works, of course it can! But it should be used in combination with e-mail marketing as well, and there's certainly no reason why you can't do both (collect e-mail and mobile).
