Redirecting a ranking page?

I'm not really sure how to phrase the question, so I guess I'll give a hypothetical:

You build a simple landing page for a highly targeted local keyphrase. This page gets ranked decently on Google. You have backlinks, directory listings etc pointing to this domain.

If you redirected the domain, bypassing the original landing page that achieved ranking, to another locally related but previously poorly ranking landing page...what would happen?

Would the ranking domain continue to rank? Would they "swap places" if they had similarly good content?

This would be for a tightly defined niche where <domain.url = geo targeted keyphrase>.

The goal would be to sell the domain that is ranked to a local business owner with a poorly ranking website. Would a redirect to their original existing website accomplish anything, or would it be better to transfer the existing websites content over to the new domain? (along with changes to the on-page seo of the existing website)

what kind of content is on the ranking page? i don't know for sure what would happen if you swapped them around like that, but you know Google doesn't like the tricks... and if the new page your directing to isn't as high quality as the original, which achieved the ranking, then i'm sure Google will slap it down.

If the fact that your domain has a great ranking already isn't motivation enough for the person to buy it, then they don't understand how they can use it to benefit them. it could basically be a big testimonial and link for said company.
