ITIN number - your thoughts

Hi,

While I am waiting for an answer, which is complicated to obtain, I need your help to understand.

I submit a form W-7 to IRS for an ITIN. But this was rejected.
This is what i read from the answer letter:
"We received your application for an individual taxpayer Identification Number (ITIN) but hav rejected it because our records indicate that you qualify for a Social security Number (SSN). Since you're eligible for a SSn, we can't also assign you an ITIN."

I'm just a french who wants an ITIN. So don't understand. I was thinking that just american can have a SSN

    Why do you need an ITIN?
    A non-citizen can apply for an SSN, but it's usually because they are in the US for some reason, like a student.

      I don't really understand why they refused to give me an ITIN.
      I have many books in createspace and Amazon; I have an account at Shareasale.
      I would like to submit the w8 form for my money.
      I live in France. So I'm lost!
