    Got a plugin made on Fiverr - Hire people to do things for $5 a while ago. But if it is slightly advanced you might need to pay for several gigs, but I'm sure you can get someone to do it.

    You can simply hire from developers from the freelance sites..but in my personal experience it's better to hire a good team who can give better support.
    I had a good experience with Seguro for one of my complex plugin issues.

    I will say that you need someone on your team that can inspect the plugins that are developed by freelancers to make sure they are decently coded.

    I had a plugin developer at freelancer.com make me a plugin that caused serious problems. I hired Rakesh Singh. Located in the Warrior For Hire Section to have his team basically go through the plugin line for line and fix it. They pretty much rewrote it for me. There have been no issues since.

    Over 1000 downloads at WordPress now.. I don't get anything for this promotion. But this dude has an awesome plugiun dev team..

    Ya freelancer.com is good one, But if you want quality work then you should hire WordPress developers from development companies. Because development companies or developers will be more likely to interact with business people in the same building so they make what customers will pay money for, and you have much better odds of hiring quality engineers who do a sufficiently good and timely job.
