Cheapest and Easiest way to create 10 sites in the next week?

I have done my keyword research and although the terms are not competitive I am looking to get a few sites set up and test different SEO techniques to see which ones actually work, as well as making adsense and affiliate money throughout. What is the cheapest/easiest way to get a large amount of sites up in a short amount of time, I have seen a few blog creating softwares but are these any good? They are usually 97 monthly fee too?
