Banner ad person or software that works?

do you guys know who is a good banner ad creator that actually gets high clicks? please pm me or direct me to a place where i can get a good banner ad person/service.
i'm trying to create a good banner ad but want to find someone who has experience creating banner ads that actually get clicks instead of just creating banner ads that look "fancy".
i recall there was a wordpress plugin that does it on the wso but forgot the name of it...if u know any software for that, please pm me...appreciate it.
