Finding Quality Developers Offshore

Can anyone recommend a place to find quality software developers outside the US (preferably The Philipines or India)? Or can you directly refer a developer you've worked with?

I'm aware of Elance and Odesk, but are there any other places out there?

    freelancer.com is pretty good. fiverr is good too, but probably not for software development. i never had any good developers apply to my jobs on elance which is why i favor freelancer and odesk more. more personal preference than anything.

    i can refer you to a few really good software developers i have used in the past, but it depends on what you're looking to get developed? php? html? a little bit more information might be needed to refer you to the right person.

    also just saw that youre in NYC, nice, a warrior close to me.

    is it a php script? i have a few guys i can recommend. one is from brazil and the other is from bangladesh. theyre both very good.

    Have you checked Staff.com? It's one of the places I trust when it comes to hiring freelance workers. A lot of them are from the Philippines too.

    Or, do you need someone with the knowledge on a specific programming language? PHP? C++? Joomla? I can sort that out for you too.
