How?
Simply make a transcript of the voice in the video and upload the transcript in the video's Caption settings. YouTube will automatically generate the start and end timings of the captions using its voice recognition technology and include the captions/subtitles in the video.
This not only helps people who can't understand the voice clearly, but it also helps google to know what's inside the video.
And it has been experimentally proven that Google does index the words in the video's captions/transcript file! (proof)
