noob qustion: page rank vs title, desc, H1TAG

hi guys sorry im new to SEO and after doing some search i couldn't find the answer i need. so my situation is, there is a particular keyword that i want to work on, but on first page most of them are reputable with page rank 3~4, but they are not keyword optimized, not in the title, meta description, nor H1TAG. so my question is, is this still a relatively easy keyword to try to work on? or those big site are hard to beat even though they are not optimized for this keyoword. thanks and sorry for the noob question.
