2 Google+ Local questions (ranking maps)

Hi fellow warriors, I am in the process of starting a business in the Local SEO world, especially ranking MAPS for clients as in general this is a lot easier to do then ranking directly a website organically.

Anyways I try and follow the step by step process of the few maps marketing guides I have studied and I have 2 questions that I really would like to know what the "pros" do.

First, when you are in the keyword selection phase for a new client, do you only select keywords that you see CURRENTLY HAVE MAPS showing on the first page of google? I mean if one of the keywords that seems obviously the best for a given client has only organic pages, but no maps, what do you do, can you still use it as one of the main keywords throughout your entire maps marketing campaign (categories etc), or is it a waste of time since we are targeting maps primarily?

Basically is it realistic to try and "force" google to start showing a map for a keyword because we did everything right, even if before it only listed websites?

Second question is regarding getting reviews for google+ Local, what is the best way to go about collecting these, and now with google+ and the required google accounts, it's an 8 step process to post a review for a client. Do you send the people we want a review from some super detailed instructions of how to post a review for you, weither they have or not a google account already? Or can you use some kind of a system and "gather" the reviews, then get your outsourcers to post them using proxies?? How do you go about this, I at totally blocked at this crucial step...

Thanks guys, I appreciate any type of answer from an experienced local marketer! And feel free if you have any questions about any other step of a local marketing campaign, I would be glad to help in any way I can!
