Any suggestions...

One of my clients in looking to start an online detective/searchable database service, but I am not sure where to find the information/software to start this sort of online business company.

Any suggestions would be appreciated.

    Seems to me that if your friend uses ONLY things that are in the public record they should be fine.

    How you go about getting those is a different story.

    I would start with the library of congress.
