Need Web Site Advice

I'm hoping I can get some friendly help, or if I even posted in the right forum? I own a domain name similar to registertovote.org but it's only the name, not an actual website. I've contacted another WF member ( may still do it ) about possibly building a site around it since I feel it can generate a good deal of traffic. My concern is development costs, I would like to keep it basic & maybe have some affiliate links so I can attempt to monetize. But if you look at the above mentioned site there are no links for this particular site? It seems non profit. Any advice you can give on having my site developed & carefully placing some links on it hoping to have some click throughs?
