  Just write one quality post per week and do some promoting. After a few years you'll have a nice amount.

It depends how big you want to grow the site. You can make a nice authority site with 20-30 posts each targeting a different keyword. You can even spend a couple days and schedule the posts to be published over time.

The time dedication also comes down to the competition of the keywords you are targeting. You can hit it hard for 3 months and once you get your rankings just give it weekly maintenance.
