Please I would like to know if it is possible to use news stories from cnn and bbc for my blog posts.

    It is possible through an rss feed grabber but it is not quite advisable, cause google may consider it duplicate content and give you a penalty.

    Yes you can use them. Every news there is presented as a short description with a link to the appropriate full article at cnn.com.
    As about Google, so don't worry about it. It doesn't really care is the content is duplicated or not. The most important things are bounce rate and the time spent by visitors on your site. In other words, if your site created for real people (i.e. it's interesting for surfers), you'd be fine with Google.

    I think you should not pay to much attention to bounce rate, one site with a huge bounce rate that still ranks well wikipedia, also what you have to understand what if the web page is that good that the reader finds what they need within thirty seconds.
