There is a contest going on and if Namecheap gets enough votes and wins, they'll offer domains for 99 cents:

CORRECTION: THEBEST is not for the $0.99 special. It is just a regular discount promo code. Sorry about that.

INFORMATION
I just contacted NameCheap support. I got the email from NameCheap about the contest, but they won't announce when the special is taking place by email (!). You will have to check out their site every day to catch this special. It will happen sometime within the next few days or so (they were vague).

Seem like they start doing this kind of marketing methods to make their campaign start with 0.99.
This is their previous methods to make their 0.98 .com domain go live with gather numbers of tweets.
