The movement and the 3D effect magically draws attention.
the kicker is..there is no writing and nothing...creates curiosity. I never click on banners...but i here i had to!
When you move the pointer over the banner..the writing appears. Pure genius! Basically...once your mouse is up there you (basically) already clicked the banner.
This banner fascinated me that much i had to sign up for that affiliate program

Edit: this is not my site....its likely that particular banner is not there, it seems to pop-up only occasionally.
What it was: It was a horizontal banner having a jungle theme and a waterfall. And there were elephants walking across the banner/jungle. No text, whatsoever. It looked "semi" realistic.
If you hover with the mouse it comes up with "Screensavers....blah blah..make your monitor come to live! Click Here!" Very eye catching...i can see this having a big CTR
