With no list and no website in place, it would depend on a person's skill set. I would say that someone who is a talented writer or designer would, of course, make money faster with freelancing than anything else. Selling websites is another good idea for writers and designers.

Barring that, I would say that utilizing existing traffic would be important. Making money from sites with built-in traffic or authority makes more sense than trying to start making money with your own website IF time is crucial. It takes time to build enough authority to rank well for more competitive phrases.

I would say utilizing the built-in traffic and authority of sites like Ezine Article, HubPages, Squidoo, etc. would probably be the fastest way to make money if you're starting from scratch. Anyone without sufficient writing skill could outsource and probably make a pretty good profit if they study article marketing tactics carefully before they start.

PPC is also another possibility, but I wouldn't recommend that for beginners, because most people experience significant losses before they get the hang of it. With the right training, PPC would probably be the fastest, especially if you promoted something that paid quickly.

There are several ways to earn money with no list like creating or outsource your own product and sell it, go to freelancing sites and offer your services or create several websites with good ad position and focus on adding more contents and traffic.
