looking for suggestions on setting up new WSO with Affiliates

I'm planning on setting up a WSO soon but needed feedback on how to best set it up for affiliate commissions.
A little background first
My WSO, will include a special software application around "Share Files with others and retain continuous control". This Application's initial intent was for the enterprise users only, however I'm hearing that it has value for any user that shares files, documents, images and more in personal or small business uses. Plus it has a cool geo-track feature that a sender can see who and where their files are being accessed.
Where I'm not sure, and need some guidance is:
This application works with a SaaS that a user has to register for. There are three levels in the service including (free limited, paid, full Enterprise).
Since this application normally would only be sold through Enterprise resellers, i thought i could make an offer (WSO) to this forum so others can benefit verse just large companies. (i always thought us little guys should have the fun toys too).
So I have the following questions:
1. 1.What is the best way to sell this software on the WSO since it requires a subscription and licnese key?
2. 2.Since a user has to have a SaaS account for it to fully work, should I bundle it with a package or just let them purchase the application and signup for the FREE SaaS?
3. 3.How do I get Affiliates to sign up, and how can I make sure they are getting their fair commission?
4. 4. Do I need to give out a bulk set of license keys to every affiliate, or do I need to have an affiliate software system in place?
I'm sure I'll have more questions later, so I'll start with these for now.
