On page linking of keyword back to the same page?

I have seen a few websites (SEO sites included), that have a page on a particular keyword, lets say 'teeth whitening'. Then in the article the words teeth whitening is mentioned a few times, but on two occasions, the keyword is highlighted as a link. The 'title' of the link is 'teeth whitening' and the link points back to the very same page?
At first just thought it was a mistake, but I have seen it quite a few times now.
Is this an SEO tactic that works, or is it to get more traffic by doubling the chance of someone clicking again on the same page?
