Internet marketing for an affiliate travel site

What is the best internet marketing strategy for an affiliate travel site? The travel industry offers very small commissions which makes it impossible to use Adwords or PPC because it is not profitable. The math doesn´t work in these cases; you spend 200 dollars in PPC´s which generate you 10. How can you promote a site like this?

    Most of the travel sites that do buy PPC have upsells they control like travel insurance and excursion packages.

    If you are simply an affiliate you might consider having travel reviews written that you can use to drive traffic back to your specials for that destination.

    I will actually be selling through the site. Through XML I will sell as if I was the travel agent, but still commissions are very low. If average conversion rate is 3%, then PPC may not be a great tool. However, I am not an expert to be honest. Thanks for your reply.
