Pr submissions--multipe times or once?

Hey guys i have done research here and google but came up just a bit short, sorry if its a simple question.

I am going to do a prweb submission

I have heard others saying i should be submitting to many sites sites like prweb if the keyword is competitive not just prweb.

Is this true? Also, if so i obviously should not be using the same article even though i am attempting to target the same keywords?

Example:
I want to target keywords "widgets in California"

If i submit to prweb and 3 other pr sites should i have 4 different articles written but ALL targeting "widgets in California"?

If anyone could share which PRweb package they think is needed please let me know, i have no experience with it, i do have the money but obviously that means nothing. I have heard many say the cheapest one is similar to the expensive one but again this is the internet......

    I write PR for clients and the best approach is to use different PR each time. Also, for maximum effect, write PR that uses the keyword target AND is 'newsworthy.' Write PR from the perspective of an editor and you should be fine.

    I hope I am not too late but Prweb, regardless of package is NOT worth what they charge. There are many problems several of which are:

    - They do NOTHING that free services can't do and on the issue of longer term SEO indexing, Prweb does worse.

    - Free Press Services offered paid upgrades that are just as effective as Prweb at a fraction of the cost. Example - onlineprweb and bignews.biz

    I have hard data over years to prove what I am saying. The biggest issue with services like Prweb is they tell you what you 'can' and 'can't' say about your business! Huh? Why would a small business owner pay anyone a fee to be told how their brand CAN BE introduced to the marketplace?
