You can SEO any site. I haven't run into homestead in ages, but if they still put links/ads on your page I recommend that you either get a paid host or find a different free host (one that doesn't put ads on your page). Those links leak PR out of your sites.

The paid service of homestead is still full of garble, but for inexperienced designers it's still a rather good service.

The Good News: If you have valuable content on your website, it can and will be indexed, and you will always have the same link reference value of any site in regards to link backs.

The Bad News: You cannot go into that code and shake it up in any way because it is produced by WSIWYG software, which handles the placement of content for you.

If you like the service, keep it because it makes a lot of things easier for you, even though search engines may find it more difficult to sift through it all, they still will. I have a homestead site (for a friend) and was able to get the site ranked quickly with all of the key words I was shooting for. So yes, you can SEO - with external (off-page) strategies like any other site.
