Depends how similar your topics are. If your four topics are SEO, IM, EM, and Social Media, then sure, integrate them into one blog. However if your topics are Animals, Food, Fitness, and Technology, don't even bother.

It's best to pick a niche and stick to it.

It depends on several factors. How much content you can create on each topic? How regularly can you post? Do you plan to attract search engine traffic or mostly long term readers? Google has made it pretty clear that "thin" sites are not favored.

Since your topics are at least loosely connected, I think that one site with well-thought-out site architecture will be the best choice. Make it easy that a person looking only for SEO can home in on the SEO portion of the site, for example, but can easily navigate to the the tutorials sections.

Google likes blogs that are centered around one theme. So I wouldn't blogging about topics related to "dog training" then the next day talking about "acne treatment". Make sure to stay on subject.

My answer remains the same, the blog's topic doesn't affect or change my advice regarding Google's ranking factors

It's entirely fine to mix topics as long as they're under the same "master niche". In fact Google gives more authority to a site with a broad range of quality original content; compared to many micro sites split up into very narrowly defined niche topics.

These narrowly defined sites are known as 'micro niche sites' and Google is tuning their algorithm to reward them less and less nowadays.

Niche and multiple niche has it's own advantage and disadvantages
Niche Topic Blog: Content targeted to single topic hence more better concentrated traffic results good ad income and more affiliate sales.
Disadvantage: you often get to certain point when you will feel that you have covered almost every topic in that niche.
While broad topic blogs never run out with content ideas.

Since your topics are related, I'd do one blog. Each of your main topics (SEO, CMS tutorials, etc.) would be the main categories. Create appropriate sub-categories from there.

In effect, you would be treating each category as a seperate blog, then cross-linking them appropriately. For example, if you had a CMS post on site structure, you could link to your post in SEO explaining why that structure behaves the way it does.

As far as reciprocal linking, I only use one criteria - does the link add to MY readers' experience? If yes, and the other site is a 'good neighborhood', I'll do the link. Otherwise, no. The reciprocal links that will kill you are the ones from totally unrelated, obviously done only for the links.

Use autosubmitters with great care. They leave footprints.

Which category in a directory? Look for the category that is both the most relevant and the least active. Most directories, at least back when I worried about them, used a last-one-on-top model, simply adding new submissions and pushing older ones deeper into sub-pages. Choosing a less active category keeps your site closer to the top of the directory longer. Beyond that, I wouldn't waste a lot of time on blog directories. You'll have a mostly harmless link that won't do you much good either, and pretty much no one goest to blog directories to find someplace to visit.
