Opt-in incentive question

I started building a list for my blog back in August. I have 13 readers opt-ins and 3 have opted-out leaving only 10. I want to create a new incentive since this one isn't getting desired results. I wanted to test new opt-in headlines first to make sure people are interested and increase my odds of success this time but not sure how to go about it. Any suggestions on how to test the headlines?

If you post a link we can be more specific. The one thing that will have the
biggest impact is your bait piece. It needs to be something that your visitors
    just can't pass up.

With a great bait piece you can get away with having less than
stellar copy. The opposite is not true.

If i ever test opt in text from my blog and any other test i usually just do it the old fashioned way

I just generate 100 unique impressions and see what conversion i am at and then manually change
the headline around for a different one

i have found doing this keeps things nice and simple, and you know where you are :-)

I not only want to change the headline but the e book they will receive. I want to create a great headline and build a new e book around it.
